Sealed bids for the construction of a New Summertown High School will be received by the Construction
Manager, Lashlee-Rich, Inc., at the Summertown High School, 411 W. College Street, Summertown, TN
38483 until 2:00 P.M Local Time. Thursday, August 2, 2018 for various Bid Packages, Document 00 40
00 – Bid Packages, for construction of a New Summertown High School located in Summertown,
Tennessee at which time and place they will be publicly opened and read aloud.

No bid will be received or accepted after the above specified time for the opening of bids. Such bids may
be deemed invalid and returned unopened to the Bidder.

Drawings and Specifications and other Contract Documents may be examined at the office of Lashlee-
Rich, Inc. P. O. Box 483, 1100 W. Main, Humboldt, Tennessee; Kaatz, Binkley Jones & Morris Architects,
Inc., 1008 Charlie Daniels Parkway, Mt. Juliet, Tennessee; F. W. Dodge Plan Room, Nashville,
Tennessee; AGC Plans Room, Nashville, Tennessee, AGC Plans Room, Huntsville, Alabama, West
Tennessee Plan Room, 439 Airways Blvd. Jackson, TN. and the Builder’s Exchange, Memphis, TN.

Copies of the Contract Documents (one (1) set maximum) may be obtained for bidding purposes by
qualified Bidders at the office of Lashlee-Rich, Inc., 1100 W. Main, Humboldt, TN. 38348 upon deposit of
a check for $300.00 made payable to Lawrence County Schools.

The full amount of the deposit will be refunded to all bidders upon the return of the Drawings and Project
Manual to the Office of the Construction Manager in good condition within ten (10) days after the opening
of bids

Each Labor and Material or Labor Only Bid, in excess of $25,000.00, must be accompanied by a Bidders
Bond executed by the Bidder and a surety company authorized to transact business in the State of
Tennessee in the sum of not less than five percent (5%) of the total amount of the bid as a guarantee
that, if the bid is accepted, the required sub-contract will be executed and the required performance and
payment bonds furnished.

Said bond or check will be returned to the unsuccessful bidders as soon as the contract has been
awarded, and the successful bidder as soon as he has executed the sub-contract and furnished the
necessary bonds.

The successful bidder for each Labor and Material or Labor Only Bid Package in excess of $25,000.00,
will be required to furnish a satisfactory Performance Bond and Payment Bond in the full amount of the
bid. Such bond shall be from a surety company authorized to transact business in the State of
Tennessee. Attorneys-in-Fact who sign any bonds must file with each instrument a certified and effective
dated copy of their Power of Attorney.
All bidders must be licensed contractors as required by the Contractors Licensing Act of 1976, enacted by
the General Assembly of the State of Tennessee on March 21, 1976, as currently amended, TCA 62-6-
119. The Bidder’s name, license number, date of expiration of license, and license classification must be
placed on the outside of the envelope containing the bid; otherwise, by State Statute, the bid cannot be
opened or considered.

All Labor and Material and Labor Only Bidders shall attach the Drug Free Work Place Affidavit (Refer
to document 00 22 17- Drug Free Affidavit) to their Bid.

All Bidders shall attach the Iran Divestment Act Certification (Refer to document 00 22 19 – Iran
Divestment Act Certification) to their Bid
No bidder will be permitted to withdraw his bid within 60 days after the date of opening of bids.

The Owner reserves the right to waive any informalities or to reject any or all bids, to evaluate bids and to
accept any bid which, in its opinion, may be for the best interest of the Owner.

No sub-contract is given or implied to the successful bidder until a written sub-contract is offered by the
Construction Manager and signed by all parties.
Successful bidders shall be required to comply with Public Chapter No. 587 / Senate Bill No. 2048
enacted by the General Assembly of the State of Tennessee which amends Tennessee Code Annotated,
Section 49-5-413, relative to contracting with certain persons who may have contact with certain children,
enacted July 1, 2007.

All bidders shall be required to comply with provisions of Tennessee Code Annotated §§ 12-12-101 –12-
12-113 (Iran Divestment Act) enacted by the General Assembly in the year 2016.
As a convenience for Bidders, Bids may be faxed to the Office of the Construction Manager, Lashlee-
Rich, Inc., 1100 W. Main St., Humboldt, TN (731-784-6483). For faxed bids to be considered and
delivered to the bid opening, they must be date stamped prior to 10:00 A.M., Thursday,
August 2, 2018 Faxed bids must also be accompanied by Bid Bonds and Drug-Free Workplace Affidavit
Forms and Iran Divestment Act where applicable.

There will be a Pre-bid Conference at 10:00 A. M., local time on
Tuesday, July 24, 2018 at the existing Summertown High School, 411
W. College Street, Summertown, TN 38483
