Wilson County 911 Renovations

RECEIPT OF PROPOSALS
Separate sealed proposals for the construction of the Proposed Wilson County Emergency Communications Center are invited and will be received at the Wilson County Emergency Communications Center 1611 West Main Street, Lebanon, Tennessee 37087, on or before, but no later than 2:00 p.m. (local time), on Thursday October 24, 2019, and immediately thereafter all bids will be publicly opened and the bids read aloud. Each Bidder shall note that any request for interpretation regarding the plans, specifications or other bidding documents shall be received at least five (5) days prior to the fixed date for the opening of bids. Material substitution request shall be received at least ten (10) days prior to the fixed date for the opening of bids.

Sealed envelopes or packages containing proposals shall be marked or endorsed “Wilson County Emergency Communications Center Addition and Renovation”. No proposal will be considered unless it is made on the proposal form, which is included in the Contract Documents. The proposal must not be removed from the Contract Documents with which it has been bound by the Wilson County Emergency Communication District.

GENERAL DESCRIPTION OFWORK
The above designated construction work shall include the following described construction:
1. SiteWork – Includes new security gate and fence.
2. Cap and Grout remediation for existing surface dropout.
3. Building – Includes all materials, building, foundation, insulation, electrical, HVAC, floor finishes, painting, plumbing, electrical, fire protection, and other work incidental to completing the Project as shown on the plans.
4. Low voltage items including cabling, devices, racks, access controls, etc. as shown on the drawings and listed in the specifications.
5. Add Alternate No.1 – all site fencing, gates, motors and power and data to operate gates
6. Add Alternate No. 2 – provide new lightening protection system
7. Add Alternate No. 3 – cap and grout remediation of existing surface dropout in existing parking area
8. Add Alternate No. 4 – replace exterior site lighting fixtures notes 1 and 2 on Sheet ES1.1

All work must be performed in accordance with and as provided in the Contract Documents, which are on file at the Office of the Architect, 233 Legends Drive, Suite 102, Lebanon, Tennessee 37087.

CONTRACT DOCUMENTS
The Contract Documents are on file and are available for inspection at the office of the Architect at the address(es) named herein. Reference is made to said documents for full particulars. Copies of the Contract Documents for review or bidding purposes may be obtained from the Office of the Architect at the address named herein, upon payment of the refundable plans fee to the Architect of $300 for each set of documents so obtained. Plan deposit will be refunded upon return of the complete Bid Package to all unsuccessful Bidders. Returned Bid Packages must be complete, legible, and reusable as determined by the Architect for the plan deposit to be refunded. Plan deposit checks are to be made pay- able to Studio Oakley Architects, LLC.

BID SECURITY
Each proposal shall be accompanied by a certified or cashier’s check, or a satisfactory bid bond, payable to the Wilson County Communications District, in the amount of not less than five (5) percent of the Base Bid as a guarantee that the bidder will within fifteen (15) days after the date of the award of the Contract, execute an agreement and file bonds and insurance as required by the Contract Documents if his Proposal is accepted. No Bid may be withdrawn for a period of sixty (60) days subsequent to the opening of Bids without the consent of the Owner. A Performance and Payment Bond, each in the amount of one hundred (100%) of the contract amount will be required for the successful Bidder.

If an intended awardee fails to execute and file an agreement, bonds and insurance as required by the Contract Documents, the entire amount of the security submitted with the proposal shall be forfeited.

PRE-BID CONFERENCE
A pre-bid meeting (mandatory for all general contractors submitting bids) will be held starting at 10:00 a.m. (local time), on Tuesday October 15, 2019 at the Wilson County Emergency Communications Center 1611WestMain Street, Lebanon, Tennessee 37087. The purpose of this meeting will be to review the plans and answer any questions regarding the project. Bids will not be accepted from General Contractors who did not attend the pre-bid meeting.
